Regions and locations
As part of
the strategy to accelerate asylum procedures, the Confederation and the cantons
decided during two national asylum conferences to establish 5000 accommodation
places in the federal asylum centres. This would enable the migration
authorities to process up to 29,000 asylum requests throughout the six asylum
regions each year. Due to the continuing low numbers of asylum applications,
the SEM temporarily closed some of the centres in 2019. Should the number of
applications rise again, the temporarily closed facilities can be reopened
within 4-12 weeks.

The SEM has operated a federal asylum centre with asylum proceedings in the former Ziegler hospital since 2016. At the centre, asylum seekers can submit a request for asylum, which the SEM examines on site before reaching a decision. Asylum seekers usually stay there for the duration of the procedure.
The centre in Bern has a maximum capacity for 350 asylum seekers and for approximately 100 SEM staff, including its partner agencies. Since the federal authorities may only use the building until approximately the end of 2023, federal, cantonal and municipal authorities are currently looking for an alternative location. The aim is to continue operating a federal asylum centre with asylum proceedings near to the city of Bern.

The federal asylum centre in Balerna and Novazzano, which is to be newly built and is expected to open in 2023, will have 350 places. Until then, the centre at Chiasso (canton of Ticino), with 130 beds, will continue to operate and will be supplemented from the beginning of 2020 with 220 temporary places in the existing buildings of the Swiss Federal Railways in Balerna and Novazzano.
The offices at Via 1o Agosto in Chiasso will continue to be used by legal representatives and will be supplemented with approximately 70 work spaces for SEM staff at Via Milano 23, on the opposite side.

Switzerland has not yet been decided. If no other suitable location is found,

Asylsuchende und Schutzbedürftige sind zur Mitarbeit in den Zentren verpflichtet. Sie reinigen zum Beispiel die Unterkünfte und sanitären Einrichtungen, verteilen Mahlzeiten oder waschen das Geschirr ab.
Fakt 3Dürfen die Asylsuchenden die Bundesasylzentren verlassen?
Asylsuchende können die Zentren des Bundes mit Bewilligung des Staatssekretariats für Migration SEM verlassen; dies regelt heute die entsprechende Verordnung über den Betrieb von Unterkünften des Bundes im Asylbereich. Unter der Woche gelten in der Regel Ausgangszeiten von 9 bis 17 Uhr, am Wochenende dürfen die Asylsuchenden von Freitag 9 Uhr bis Sonntag 19 Uhr aus der Unterkunft wegbleiben, damit sie beispielsweise Verwandte besuchen können. In Absprache mit der Standortgemeinde können auch längere Ausgangszeiten vereinbart werden.

Fakt 4Was machen die Asylsuchenden den ganzen Tag?
Während ihres relativ kurzen Aufenthalts in einem Bundesasylzentrum müssen sich die Asylsuchenden in erster Linie für die einzelnen Schritte im Asylverfahren bereithalten – eine Grundvoraussetzung für den raschen Ablauf der VerfahrenIn der Unterkunft gilt ein geregelter Tagesablauf mit festen Essens- und Ruhezeiten und der Pflicht zur Mitarbeit bei den Haushaltspflichten. Die Betreuungsorganisationen sind ausserdem dafür verantwortlich, dass Beschäftigungsmöglichkeiten wie Sport oder Sprachunterricht angeboten und gemeinnützige Beschäftigungsprogramme zugunsten der Öffentlichkeit durchgeführt werden.
Fakt 5Dürfen die Asylsuchenden arbeiten?
Asylsuchende unterstehen während den ersten drei Monaten nach Einreichung des Asylgesuches einem generellen Arbeitsverbot und dürfen daher keiner Erwerbstätigkeit nachgehen. Sie dürfen jedoch an gemeinnützigen Beschäftigungsprogrammen teilnehmen.
Fakt 6Besuchen Kinder von Asylsuchenden die öffentliche Schule?
Nein. Weil sich Asylsuchende nur für kurze Zeit in den Bundesasylzentren aufhalten, ist eine Einschulung in die öffentliche Schule weder praktikabel noch sinnvoll. In den Asylzentren des Bundes werden die Kinder aber speziell betreut und schulpflichtige Kinder unterrichtet.
Fakt 7Wie lange bleiben die Asylsuchenden in dem Zentrum? Was passiert mit ihnen danach?
Die maximale Aufenthaltsdauer einer asylsuchenden Person in einem Bundesasylzentrum beträgt 140 Tage; die Mehrheit der Verfahren sollte innerhalb dieser Zeit entschieden sein. Andernfalls werden die Asylsuchenden entweder einem Kanton zugeteilt (im "erweiterten Verfahren", d. h. wenn die Abklärungen zum Gesuch länger dauern) oder, falls die Behörden keine weiteren Verfahrensschritte mehr durchführen können, einem Bundesasylzentrum ohne Verfahrensfunktion zugewiesen (z. B. wenn es sich um Dublin-Fälle handelt oder bei einem negativen Entscheid). Ab diesen Bundesasylzentren wird nach Ende der Beschwerdefristen direkt die allfällige Wegweisung aus der Schweiz vollzogen. Lässt sich die Wegweisung nicht innerhalb dieser Frist vollziehen bzw. ist die Abreise zu diesem Zeitpunkt noch nicht absehbar, wird die ausreisepflichtige Person aus dem Bundesasylzentrum ausgeschlossen und in den zuständigen Kanton überwiesen.
Fakt 8Was passiert, wenn sich ein Gesuchsteller nicht an Regeln hält?
Alle strafrechtlich relevanten Vorgänge werden zur Anzeige gebracht. Ein Gesuchsteller, der die öffentliche Sicherheit und Ordnung gefährdet oder durch sein Verhalten den ordentlichen Betrieb der Bundesasylzentren erheblich stört, kann in einem "besonderen Zentrum" untergebracht werden (siehe auch "Was ist ein besonderes Zentrum?").
Fakt 9Was passiert wenn ein Asylsuchender während des Verfahrens abreist oder unauffindbar ist?
Wenn ein Asylsuchender nicht mehr in die ihm zugewiesene Unterkunft zurückkehrt und unauffindbar ist, wird sein Asylgesuch abgeschrieben. In der Regel verlassen diese Personen die Schweiz.
Fakt 10Wer betreibt die Zentren?
Das Staatssekretariat für Migration SEM ist für den Betrieb der Bundesasylzentren verantwortlich. Der Bund betreut die Asylsuchenden allerdings nicht selber, sondern beauftragt private Unternehmen. Diese Betreuungsfirmen sind für alle Bereiche des Alltags wie Ernährung, Hygiene, Gesundheit, Bekleidung und Beschäftigung zuständig. Sie organisieren die Abläufe in der Unterkunft und koordinieren auch die gemeinnützigen Arbeitseinsätze. Zudem beauftragt der Bund Sicherheitsunternehmen, die für die Sicherheit in der Anlage und – bei Bedarf und in Absprache mit Kanton und Gemeinde – in ihrem Umfeld sorgen.
